NaCl dissociates in water into free Cl- ions (which precipitate as AgCl with Ag+); CCl4 is covalent and does not ionize, so it has no free Cl- to react.

Sodium chloride (NaCl) is a typical ionic compound. When dissolved in water, it dissociates completely into its constituent ions: NaCl(aq) -> Na+(aq) + Cl-(aq).
