The Profit and Loss Appropriation Account is a nominal account prepared by a partnership firm immediately after the Profit and Loss Account, to show how the net profit (or loss) for the year is appropriated — that is, distributed — among the partners in accordance with the partnership agreement (or, in its absence, the default rules of Section 13 of the Indian Partnership Act, 1932). It is needed because interest on capital, a partner's salary, and interest on drawings are internal profit-sharing arrangements, not ordinary trading expenses or incomes, and so must be kept separate from the Profit and Loss Account proper.
