Every economy, since its resources are scarce relative to unlimited human wants, must solve four Central Problems to allocate those limited resources among competing uses.

1. What to produce and in what quantities: Since resources are limited, the economy cannot produce everything people want; it must decide WHICH goods and services to produce, and in what quantities — e.g., more consumer goods or more capital goods, more agricultural output or more industrial output — reflected in the choice of a point on the economy's Production Possibility Frontier (PPF).

2. How to produce: For whatever goods are chosen, the economy must decide the TECHNIQUE of production to use — e.g., labour-intensive methods (using more labour, less capital) or capital-intensive methods (using more machinery, less labour) — generally choosing the most efficient (least-cost) technique available.

3. For whom to produce: Since total output is limited, the economy must decide how the produced goods and services are to be DISTRIBUTED among the members of society — who gets how much — which depends on the distribution of income/purchasing power across different sections of the population.
