Gay-Lussac, from his experiments on combining gas volumes, observed a regularity that Dalton's atomic theory (based on mass) could not fully explain. For example:

H2(g) + Cl2(g) → 2HCl(g)

1 volume of hydrogen combines with 1 volume of chlorine to give 2 volumes of hydrogen chloride — a simple ratio of 1:1:2.
