Planning in India and the Place of State Plans

After Independence, India adopted planned economic development to lift the country out of poverty, build industry and infrastructure, and reduce inequalities. The chief instrument was the Five Year Plan — a document that fixed development goals for a five-year block, set targets for growth, investment and key sectors, and allocated public resources to achieve them. The Planning Commission, set up in 1950, prepared these plans. India completed twelve Five Year Plans; the twelfth (2012–2017) was the last of the series before the planning system was reorganised.

India is a federation, so planning happened at two levels. The Central (national) plan dealt with subjects handled by the Union, while every state prepared its own State Plan for subjects within its responsibility — agriculture, roads, irrigation, education, health, rural development and so on. A state like Manipur drew up its plan in line with the national plan's priorities, but shaped to its own conditions. Because states such as Manipur raise limited revenue of their own, a large part of their plan spending was financed by transfers from the Centre — block grants (Normal Central Assistance), scheme-linked grants (Additional Central Assistance) and special assistance for the North Eastern Region. This dependence on central transfers is a defining feature of Manipur's plan finances and is discussed again later in this chapter.

The Manipur Intermediate Economics course covers the state's own economy and its development under successive plans — not a generic all-India story.

Definition 1Five Year Plan

A national development document covering a five-year period that fixes objectives, growth targets and sectoral priorities, and allocates public resources to meet them. India had twelve such plans, the last running 2012–2017.

Definition 2Planning Commission

The body set up in 1950 to prepare India's Five Year Plans and advise on the allocation of resources to the Centre and the states. It was replaced by NITI Aayog in 2015.

Definition 3State Plan

A state government's own plan for development subjects under its charge (agriculture, roads, health, education, rural development), prepared within the national plan framework and financed largely by central transfers in a state like Manipur.
