The Industrial Policy Resolution, 1956 gave the public sector the leading role in industry, classified industries into three categories, and regulated/supported the private sector through licensing and small-scale industry promotion.

The Industrial Policy Resolution, 1956 was adopted in line with the goal — set out in the Avadi Resolution — of building a "socialistic pattern of society." Its main features:

  1. Classification of industries into three schedules/categories:

    • Schedule A — industries exclusively owned and operated by the state (e.g. defence production, atomic energy, railways, iron and steel).
    • Schedule B — industries in which the state would take the initiative in setting up new units, with the private sector permitted to supplement state efforts.
    • Schedule C — industries left open to the private sector, though still subject to overall government regulation.
  2. Primacy to the public sector: The public sector was given a leading, strategic role in the economy, particularly in heavy and basic industries, to accelerate industrialisation and reduce concentration of economic power in private hands.

  3. Regulation of the private sector: Private industries were allowed to operate but were regulated through a system of industrial licensing, to ensure private investment aligned with national planning priorities.
