The Industrial Policy Resolution (IPR), 1956 formed the basis of India's second Five Year Plan and its industrial strategy for decades, classifying industries into three categories based on the role assigned to the state versus private enterprise:

  • Schedule A — industries whose future development was to be the exclusive responsibility of the state (public sector). This included strategically important and basic industries such as railways, atomic energy, iron and steel, and heavy machinery — 17 industries in total were listed here.
  • Schedule B — industries that were to be progressively state-owned, but in which private enterprise would also be expected to supplement the state's effort.
