Small-scale industries create jobs cheaply, spread development across regions, and support large industry — a crucial role in India's development strategy.

  1. Generate large-scale employment at low capital cost: because small-scale units are typically labour-intensive, they create far more jobs per rupee of investment than large, capital-intensive industries — well suited to a labour-abundant, capital-scarce economy like India's.

  2.
