Government must intervene in education and health because consumers lack information, these services generate large social benefits, and the poor cannot afford them. Intervention takes several forms — regulation, financing, standard-setting and subsidy.

Why the market alone fails

1. Information gap (asymmetric information)

Buyers of education and health services — parents and patients — know far less about quality and fair price than the providers do. Left to itself, the market allows providers to overcharge or supply poor-quality service.

2. Externalities (social benefits)

Education and health create benefits far beyond the individual — a healthier, better-educated population benefits the whole society. A purely private market under-provides such services because private buyers ignore these external benefits.

3. Affordability and equity

The poor cannot afford adequate education and health care, so without help large sections of society would be excluded, worsening inequality.

  • Setting and enforcing standards — laying down minimum norms for schools and hospitals and inspecting them.
  • Regulating fees and conduct — controlling what private institutions charge and how they operate, to prevent exploitation.
