Swarts reaction is the standard halogen-exchange route to alkyl fluorides; for the naming, since both end-numberings give the same locant set {1,4}, the substituent cited first alphabetically (bromo) gets the lower number.

I. In the Swarts reaction, an alkyl bromide or chloride is heated with a metallic fluoride such as AgF, Hg₂F₂, CoF₂ or SbF₃; since the M–F bond formed is thermodynamically more stable than M–Cl/Br, the halogen is exchanged for fluorine: R–Br + AgF → R–F + AgBr. This is the standard laboratory method for preparing alkyl fluorides.
