A decimal FRACTION converts to binary by repeated MULTIPLICATION by 2 — the integer part produced at each step is the next bit after the point, read top-down; stop when the fraction becomes 0.

Why this works. Multiplying by 2 shifts the binary point one place right, so the digit that crosses into the integer position is exactly the next binary digit of the fraction. (Note the contrast with integers, which use repeated DIVISION and are read bottom-up.)

Working for (0.25)10:

The fractional part is now 0, so the process terminates. Reading the bits top-down: 0.01.

Verification:

(0.01)2 = 0x(1/2) + 1x(1/4) = 0.25  ✓ …
