The IOC's powers flow through three organs of decreasing scope: the Session (the supreme, once-a-year general meeting), the Executive Board (day-to-day management), and the President (the IOC's representative).

The Session is the general meeting of all IOC members and is the IOC's supreme organ — its decisions are final. An ordinary Session is held once a year; every member has one vote. The Session makes the IOC's biggest decisions: adopting/amending the Olympic Charter, electing members and the Executive Board, electing the host city of the Olympic Games, approving the annual financial statements, and deciding on recognition or withdrawal of NOCs/IFs.
