The consumer movement in India developed gradually, moving from an early, informal phase to a structured system of statutory legal protection.

In its earliest phase, consumer interests were protected only indirectly, through general laws relating to the sale of goods, weights and measures, and food safety. There was no single, dedicated consumer-focused law, and consumers who suffered a loss from a defective product or an unfair practice generally had to pursue relief through ordinary, often slow and costly, civil litigation. Public awareness of consumer rights as a distinct concept was limited during this period.

Over time, voluntary consumer organisations and cooperative consumer societies began to emerge, formed by concerned citizens who sought to educate buyers about their rights, test and compare the quality of products, and press government and industry for fairer trade practices and stronger regulation. These voluntary bodies played a significant role in building public awareness of consumer issues and in generating the pressure that eventually pushed for a dedicated legal framework, echoing a wider international consumer-rights movement of the same period. …
