Step 2. The unmodified Ampere's law says only a conduction current can produce a magnetic field; if that were the whole story, no magnetic field -- and therefore no electromagnetic wave -- could ever exist or propagate in truly empty space, making the arrival of starlight through the vacuum impossible to explain.
Step 3. Maxwell's correction term, , added to Ampere's law ensures that a time-varying electric field (equivalently, a displacement current) can also produce a magnetic field, entirely on its own, even with zero conduction current present.
Step 4. In this picture, thermal excitation of atoms in a star produces a time-varying electric field; by Maxwell's correction this generates a time-varying magnetic field, which by Faraday's law in turn regenerates a time-varying electric field, and so on -- this mutual, self-sustaining regeneration is what lets the coupled electric and magnetic fields travel through empty space at the speed of light as an electromagnetic wave. …
