Step 1. Nanoscience is the study of phenomena and the manipulation of materials at the atomic, molecular and macromolecular scale -- the science of understanding why matter behaves differently once it is confined to roughly 1-100 nm, chiefly through quantum-confinement and surface effects.
Step 2. Nanotechnology is the applied, engineering counterpart: the technology involving the design, production, characterisation and application of nano-structural materials and devices.
Step 3. The relationship between the two is the relationship between science and engineering generally -- nanoscience supplies the underlying understanding (why a 30 nm particle of a material behaves differently from a bulk sample of the same material), while nanotechnology is the practical discipline of turning that understanding into products, from drug-delivery systems to scratch-resistant coatings.
Nanoscience is the SCIENCE of phenomena at the 1-100 nm scale (the 'why'); nanotechnology is the ENGINEERING discipline of designing, producing and applying nano-structural materials built on that science (the 'how').
