Health infrastructure builds human capital by keeping people fit and productive, and migration builds it by moving people to where their skills earn more. Both involve present spending for a future gain in productivity and income.

A person's productive capacity depends heavily on health. Illness reduces the days a person can work and lowers efficiency, whereas good health raises both.
