The navaratna policy granted greater managerial and financial autonomy to selected efficient and profitable public sector undertakings so that they could become more competitive and modernise. This freedom to take their own decisions helped these enterprises perform better, expand and remain profitable, so the policy has indeed helped improve their performance.

What the navaratna policy is

In order to improve the efficiency of public sector undertakings and to enable them to compete more effectively in the liberalised environment, the government chose to give managerial and operational autonomy to some of its most successful enterprises. These specially selected enterprises were granted the status of navaratnas, and later other categories of empowered enterprises were also created.

How it helps improve performance

  • Greater autonomy in decision making: The navaratnas were given the freedom to take many of their own operational, managerial and financial decisions without seeking government approval at every step. Quicker, independent decisions allow an enterprise to respond to the market.
  • Freedom to expand and modernise: With this autonomy they could invest, expand their operations, modernise their working and undertake new projects, which improved their efficiency and competitiveness.
