A surface molecule has fewer neighbours pulling on it from above (only sparse vapour there vs. dense liquid below/sideways), so it feels a net inward (downward) force and carries higher potential energy than a molecule deep in the bulk. Correct options: (B) and (D).

Compare a molecule sitting deep inside the liquid to one sitting right at the free surface, in terms of the neighbours pulling on it from every direction.

A bulk (interior) molecule is surrounded by other liquid molecules on all sides — above, below, and all around — so the attractive pulls from every direction cancel out symmetrically. Net force = zero, and this is the lowest-energy (most stable) configuration, since the molecule is fully bonded to its neighbours in every direction.

A surface molecule has liquid neighbours below and to the sides, but only sparse vapor/air molecules above it (far weaker attraction from that side). The pulls from below and the sides no longer cancel — there is a net unbalanced force pulling the molecule inward, i.e., downward into the bulk. This rules out option (a) (net force is NOT zero) and confirms option (b) (there is a net downward force). …
