Partially filled d-orbitals let an electron absorb visible light and jump to a higher d-level (d-d transition); the unabsorbed complementary colour is seen.

Most transition metal ions have partially filled (incompletely filled) d-orbitals. When such an ion is surrounded by ligands (in a complex or in aqueous solution), the degenerate d-orbitals split into two sets of different energies (crystal field splitting, e.g. t2gt_{2g} and ege_g in an octahedral field). An electron in the lower-energy d-orbital set can absorb a photon of visible light of just the right energy to get excited (transition) to the higher-energy d-orbital set.
