The budget is used to stabilise the economy: a surplus budget curbs demand in inflation, and a deficit budget boosts demand in recession.

In the RBSE/CBSE Class-12 government-budget chapter, one major objective of the budget is economic stability — keeping output, employment and prices steady and smoothing out the ups and downs of the business cycle. The government does this by varying its taxation and expenditure (fiscal policy):

  • During inflation (excess demand): The government reduces its own spending and raises taxes. This lowers people's disposable income and total (aggregate) demand, helping bring prices down. This usually means a surplus budget.

  • During recession/depression (deficient demand): The government increases its expenditure (on public works, transfers, etc.) and reduces taxes. This raises disposable income and aggregate demand, lifting output and employment. This usually means a deficit budget.
