The lottery method gives a random sample only when its conditions are met. In practice, unequal slips, poor mixing or a biased draw can spoil randomness, so it does not always produce a truly random sample.

When it is random

The lottery method yields a proper simple random sample only if:

  • all slips are exactly alike in size, shape, folding and colour;
  • the slips are thoroughly mixed before each draw;
  • the draw is blind (the person cannot see or feel which slip is which).

Under these conditions, every unit has an equal chance of selection.

When it fails

It fails to be random if:

  • some slips are larger, thicker or folded differently, so they are easier to pick;
