12001200 packages must be transported. A large van carries 200200 (cost ₹400), a small van carries 8080 (cost ₹200). At most ₹3000 may be spent, and the number of large vans cannot exceed the number of small vans. Let xx = large vans, yy = small vans.

which simplify to
