Role of Government Organisation in the Indian Economy

Since Independence, public enterprises have played a central role in shaping the Indian economy, particularly in the decades before the 1991 economic reforms when the private sector alone lacked the capital and appetite for large-scale, long-gestation projects.

  • Building the industrial base. Public-sector steel plants, heavy-engineering units and machine-tool factories built during the planning era created the basic industrial and infrastructural foundation on which later private-sector manufacturing could be built.
  • Developing infrastructure. Railways, power generation, ports and telecommunications — activities requiring enormous upfront investment with returns spread over decades — were developed predominantly through public enterprises.
  • Extending banking and insurance to the masses. The nationalisation of major banks (1969, 1980) and the creation of LIC and GIC extended formal financial and insurance services deep into rural and semi-urban India, well beyond where private, profit-focused institutions had reached at the time.
  • Strategic and defence self-reliance. Public enterprises in defence production, atomic energy and space technology were set up specifically because these are sectors where reliance on private or foreign capital was considered undesirable on national-security grounds. …
