NABARD, the National Bank for Agriculture and Rural Development, is the apex institution in India's rural credit structure. Unlike cooperative credit societies, commercial banks or Regional Rural Banks (RRBs), NABARD does not typically lend directly to individual farmers. Instead, it functions at a level above these institutions, providing them with refinance (funds that these institutions then on-lend to farmers and rural borrowers) and exercising a supervisory role over their functioning.

Beyond its refinancing and supervisory role, NABARD also plays a broader part in rural development finance and policy — supporting the institutional infrastructure needed for agricultural and rural credit, and contributing to policy thinking on rural development finance more generally.
