(a) The features of the Rural Economy are peculiar

The rural economy of India has characteristics that clearly set it apart from the urban/industrial economy:

  1. Dominance of agriculture and the primary sector. The main occupation and source of livelihood is agriculture and allied activities, so the economy revolves around land.
  2. Dependence on the monsoon. Farming largely depends on rainfall, making rural income and output uncertain and fluctuating.
  3. Disguised and seasonal unemployment. More people work on the land than are really needed (disguised unemployment), and much work is available only in certain seasons (seasonal unemployment).
  4. Small and fragmented landholdings. Holdings are tiny and scattered, which lowers productivity and discourages modern methods.
  5. Low income, savings and capital formation. Poverty is widespread, so savings and investment are low.
  6. Rural indebtedness. Farmers borrow heavily, often from moneylenders at high rates, and remain in debt.
  7. Traditional methods and low technology. Old techniques, poor use of machinery and low literacy reduce productivity.
  8. Poor infrastructure. Roads, power, marketing, storage, health and education facilities are inadequate.
  9. Joint family system and social customs strongly influence economic decisions.

Because of this mix of features, the rural economy is described as peculiar — different in structure and problems from the modern industrial economy.


(b) Law of Demand and its Exceptions

Statement. The Law of Demand states that, other things remaining constant (ceteris paribus), the quantity demanded of a commodity varies inversely with its price — when price falls, quantity demanded rises, and when price rises, quantity demanded falls.

Assumptions. Income of the consumer, tastes and preferences, prices of related goods, and future price expectations all remain unchanged.

Reasons for the inverse relationship. The law of diminishing marginal utility, the income effect and the substitution effect, and the arrival of new buyers when price falls.
