Step 1. Recall the vascular bundle orientation in a dicot stem. In a dicot stem's conjoint, collateral, open vascular bundle, xylem is positioned towards the inside (facing the pith) and phloem towards the outside (facing the cortex).

Step 2. Recall how a leaf trace and a leaf vein are oriented. When a leaf trace branches off from a stem's vascular bundle to enter a leaf, it carries this same relative xylem/phloem orientation with it. In the leaf itself, the chapter's transverse section of the dicot (sunflower) leaf explicitly places protoxylem and metaxylem towards the upper epidermis and phloem towards the lower epidermis of the blade.
