Step 1. Rationalize the numerator.

x2+a2−a=(x2+a2)−a2x2+a2+a=x2x2+a2+a.\sqrt{x^2+a^2}-a=\frac{(x^2+a^2)-a^2}{\sqrt{x^2+a^2}+a}=\frac{x^2}{\sqrt{x^2+a^2}+a}.

Step 2. Rationalize the denominator the same way.

x2+b2−b=x2x2+b2+b.\sqrt{x^2+b^2}-b=\frac{x^2}{\sqrt{x^2+b^2}+b}.

Step 3. Form the ratio and cancel x2x^2 (valid for x≠0x\neq0, which is all that matters near x→0x\to0).
