The District Forum (now called the District Consumer Disputes Redressal Commission) is the district-level, lowest tier of the three-tier consumer grievance redressal system, hearing complaints up to a prescribed money value.

Under the consumer-protection framework studied in the Tamil Nadu HSC Commerce syllabus, redressal is organised in three tiers — District, State and National — and the District Forum is the first point of contact.

  • Where established: in each district by the State Government.
  • Jurisdiction (pecuniary): it hears complaints where the value of the goods/services and the compensation claimed is within the prescribed lower limit; larger claims go to the State or National Commission.
  • Composition: it is headed by a President (a person qualified to be a District Judge) along with other members, including a woman member.
  • Function: on receiving a complaint it refers the goods for testing if needed, hears both sides, and can order removal of defects, replacement, refund of price, or payment of compensation. …
