(a) The RBI issues currency, is banker to government and banks, controls credit, manages foreign exchange and promotes development. (b) Money's primary functions are medium of exchange and measure of value; its secondary functions are store of value, standard of deferred payments and transfer of value.

(a) Functions of the Reserve Bank of India (RBI):

  1. Issue of currency notes: The RBI has the sole right to issue currency notes (except one-rupee notes and coins), ensuring an elastic and uniform note issue.
  2. Banker to the government: It manages the banking accounts of the central and state governments, receives their revenues, makes payments, and manages public debt.
  3. Banker to banks and lender of last resort: It keeps the cash reserves of commercial banks, provides them clearing and remittance facilities, and lends to them in times of need as the lender of last resort.
  4. Custodian of foreign-exchange reserves: It maintains the country's gold and foreign-exchange reserves and manages the external value of the rupee.
  5. Controller of credit and money supply: Through monetary policy instruments — bank rate, repo and reverse repo rates, cash reserve ratio (CRR), statutory liquidity ratio (SLR) and open-market operations — it regulates credit and the money supply to control inflation and promote growth.
  6. Developmental and promotional functions: It promotes banking habits, sets up institutions for agricultural and industrial finance, and supports priority-sector lending and financial inclusion.

  1. Medium of exchange: Money is accepted by all in exchange for goods and services, removing the difficulties of barter (the lack of double coincidence of wants).
