Connecting a charged capacitor directly to an inductor, with no resistor and no external voltage source in the circuit at all, makes the stored energy oscillate back and forth repeatedly between the capacitor's electric field and the inductor's magnetic field -- generating a natural, self-sustained electrical oscillation of a definite frequency, called an LC oscillation.
