Hexadecimal-to-binary is a direct substitution — every hex digit becomes exactly 4 bits (16 = 2^4); D stands for 13 = 1101.

Why substitution works. One hex digit carries exactly 4 bits of information, so conversion is pure re-labelling.

Working for (23D)16:

Hex digitValue4-bit binary
220010
330011
D131101
(23D)16 = 0010 0011 1101 = (1000111101)2

Only the two LEADING zeros of the whole number are dropped at the end.

Verification — both equal the same decimal value:

(23D)16 = 2x256 + 3x16 + 13x1 = 573 …
