Because 8 = 2^3 and 16 = 2^4, binary converts to octal by grouping bits in THREES and to hexadecimal by grouping in FOURS — always outward from the binary point, padding the outer ends with zeros.

Why grouping works. Every octal digit is exactly 3 bits and every hexadecimal digit is exactly 4 bits, so no arithmetic is needed — only regrouping. Rule: for the integer part group from RIGHT to LEFT (pad zeros on the left); for the fractional part group from LEFT to RIGHT (pad zeros on the right).

Octal (3s):  001 110 001 000  ->  1 6 1 0   =>  (1610)8
Hex   (4s):  0011 1000 1000   ->  3 8 8     =>  (388)16

(ii) (110110101)2

Octal (3s):  110 110 101       ->  6 6 5    =>  (665)8
Hex   (4s):  0001 1011 0101    ->  1 B 5    =>  (1B5)16   (1011 = 11 = B)

(iii) (1010100)2

Octal (3s):  001 010 100       ->  1 2 4    =>  (124)8
Hex   (4s):  0101 0100         ->  5 4      =>  (54)16

(iv) (1010.1001)2 — group each side of the point separately

Octal:  001 010 . 100 100  ->  1 2 . 4 4    =>  (12.44)8
        (fraction 1001 padded on the RIGHT to 100 100)
Hex  :  1010 . 1001        ->  A . 9        =>  (A.9)16
