By the Stefan–Boltzmann law, every body above absolute zero radiates thermal energy; 0°C is 273.15 K, not 0 K, so a body at 0°C still radiates.

According to the Stefan–Boltzmann law, the rate at which a body radiates thermal (electromagnetic) energy is:

E=σAT4E = \sigma A T^4

where TT is the absolute temperature in kelvin, AA is the surface area, and σ\sigma is the Stefan–Boltzmann constant. This shows radiated power depends on the fourth power of the absolute temperature.

At 0 K (absolute zero): substituting T=0T = 0 gives E=0E = 0. Absolute zero is the theoretical state of minimum thermal energy — there is no thermal motion of particles left to radiate as heat, so a body strictly at 0 K does not radiate heat. (In practice, 0 K itself is unattainable, so this is an idealised limiting case.)
