Cheap jacks are a type of itinerant (travelling) retailer in internal trade. Unlike a pedlar or hawker who moves from door to door, a cheap jack hires a small shop or vacant space in a residential or market locality for a limited period and deals in cheap, low-priced consumer articles such as household goods and toys. He has a semi-fixed place of business, but it is not permanent: once the sales in that locality decline and the business becomes less profitable, the cheap jack closes down and shifts to another locality.
