Achievements. Planning helped India build a substantially larger and more diversified industrial base than it inherited at independence, spanning steel, heavy engineering, power generation, chemicals and, in more recent decades, information technology and services. It financed the physical infrastructure -- irrigation systems, power plants, roads, railways and ports -- that later private-sector-led growth could build upon. Deliberate agricultural planning brought about the Green Revolution, moving India from a country dependent on food imports to one that is normally self-sufficient in food grains. Planning also expanded the country's educational institutions and health infrastructure considerably, and built up a large pool of scientific, technical and managerial manpower. Over the long run, and aided by targeted anti-poverty and employment programmes, the proportion of India's population living below the poverty line has declined substantially from the levels seen at independence. …
