Colour in copper sulphate comes from d-d transitions of Cu²⁺ caused by coordinated water molecules; removing the water removes the colour.

Explanation

Copper(II) has the electronic configuration [Ar] 3d⁹, an incompletely filled d-subshell. In hydrated CuSO4·5H2O, four of the five water molecules are coordinated directly to the Cu²⁺ ion as ligands, forming a complex ion, [Cu(H2O)4]²⁺ (the fifth water molecule is hydrogen-bonded, linking the complex to the sulphate ion). These ligands split the degenerate d-orbitals of Cu²⁺ into two sets of different energies (crystal field splitting). An electron can absorb a photon of visible light and jump from the lower energy d-orbital set to the higher energy set — this is called a d-d transition. The wavelengths absorbed correspond to the complementary colour transmitted, which for the hydrated Cu²⁺ complex is blue.
