A mirage is formed because hot air near the ground has a lower refractive index than the cooler air above, causing light rays from the sky to bend continuously and totally internally reflect upward into the eye, mimicking a reflection from a water surface.

Cause — non-uniform atmosphere: On a hot day, the ground gets very hot and heats the air layer immediately in contact with it. Hot air is less dense and has a lower refractive index than the cooler air layers above it. So, moving from the ground upward, the refractive index of air increases continuously (layer by layer).

Formation: Light coming from a distant object (like the sky or a tree) travels through these layers of increasing refractive index (going from hotter/rarer near ground to cooler/denser above). As the ray moves into the hot air near the ground, it keeps bending away from the normal (moving from denser to rarer medium at each interface). At some point, the angle of incidence exceeds the critical angle for the air layers, and the ray undergoes total internal reflection, curving back upward.
