On a hot day, air near the ground is hotter and less dense (lower refractive index) than the air above; light from the sky bends progressively as it passes through these layers and undergoes total internal reflection, creating the illusion of a water pool on the road/desert floor.

Formation of a mirage

On a hot summer day, especially over deserts or hot tar roads, the layers of air close to the ground get heated strongly and become less dense than the layers of air higher up. Since the refractive index of air decreases as density decreases, the refractive index of air increases with height near the ground (least dense/lowest nn near the ground, increasing upward).

Light from a distant object such as the sky (or a tall tree) travelling towards the ground therefore passes through layers of decreasing refractive index (going downward, from denser cooler air above to rarer hotter air near the ground). As the ray of light travels through these successive layers, it bends continuously away from the normal (since it is going from a denser to a rarer medium at each interface), and at some point the angle of incidence exceeds the critical angle for that pair of layers.
