The key difference is the size of the forbidden energy gap between the valence band and the conduction band: essentially zero (or overlapping) in a metal, but very large in an insulator.

In the band theory of solids, electrons occupy the valence band (bonding electrons) and can conduct only if they reach the conduction band (free to move through the lattice).

Metal: The valence band and conduction band overlap, or the conduction band is already partially filled with electrons even at 0 K. There is effectively no energy gap (Eg ≈ 0), so a huge number of electrons are already free to respond to even a very small applied electric field — hence metals conduct very well, at all temperatures.
