What is a National Olympic Committee?
Think of the Olympic Games as the world's biggest sports festival. Every country that sends athletes to that festival needs a local organising body — a single, official team that picks the athletes, manages the uniforms, and makes sure everyone follows the rules. That local body is the National Olympic Committee, or NOC.
In India, that body is the Indian Olympic Association (IOA). Every country that participates in the Olympics has exactly one NOC.
The precise definition
A National Olympic Committee is the sole, officially recognised organisation within a country that is responsible for:
- Selecting and sending that country's athletes to the Olympic Games (Summer, Winter, and Youth)
- Promoting the Olympic movement and its values (excellence, friendship, respect) within that country
- Ensuring all athletes and officials follow the rules of the International Olympic Committee (IOC) and the World Anti-Doping Code
Only one NOC can exist per country or territory. The IOC recognises exactly one NOC for each nation, and that NOC has exclusive authority to enter athletes in the Olympics.
How does an NOC work?
The NOC is not a government department — it is an independent, non-profit organisation. It works with national sports federations (the bodies that govern individual sports like athletics, swimming, or wrestling) to:
- Select athletes — The NOC sets qualification criteria, often in coordination with the international federation for each sport.
- Register entries — It submits the official list of athletes and officials to the IOC before each Games.
- Provide support — It arranges training camps, medical staff, equipment, and travel for the Olympic team.
- Protect the Olympic brand — It prevents unauthorised use of Olympic symbols and ensures that sponsors and partners follow IOC rules.
The NOC also handles the Olympic Charter — the rulebook of the Olympic movement. Every NOC must have its constitution approved by the IOC to ensure it is free from political interference.
A concrete example: India at the Olympics
When Neeraj Chopra won gold in javelin at Tokyo 2020, the Indian Olympic Association (IOA) was the body that:
- Confirmed his qualification through the Athletics Federation of India
- Registered him as an Indian athlete with the IOC
- Provided his official team uniform and accreditation …
