The RBI is barred from doing ordinary commercial-banking business so that it remains the apex banker's bank.

As the central bank, the Reserve Bank of India performs regulatory and supervisory functions and deliberately keeps away from the ordinary business of commercial banks. Three of its restricted (prohibited) functions are:

  1. It does not accept deposits from, or give loans directly to, the general public — the public deals with commercial banks, not the RBI.

  2. It does not engage in ordinary commercial or trading activities, does not buy its own shares, and does not acquire or hold immovable property beyond what it needs for its own offices.

  3. It does not pay interest on the deposits (cash reserves) that commercial banks and the government keep with it, nor does it undertake speculative business.
