Concept of a Central Bank:
A central bank is the apex (supreme) monetary and banking institution of a country. It stands at the top of the monetary and banking structure, regulates and controls the money supply and the banking system, and works to promote economic stability and growth in the public interest rather than to earn profit. In India the central bank is the Reserve Bank of India (RBI), established in 1935.
Main Functions of the Reserve Bank of India:
-
Issue of currency (note issue) — The RBI has the sole right (monopoly) of issuing currency notes in the country (except one-rupee notes and coins issued by the government). This gives uniformity and control over the currency and money supply.
-
Banker, agent and adviser to the government — It maintains the accounts of the central and state governments, receives and makes payments on their behalf, manages public debt, and advises the government on monetary and financial matters.
-
Bankers' bank and supervisor — Commercial banks keep a part of their cash reserves with the RBI; it provides them clearing, remittance and rediscounting facilities, and regulates and supervises their functioning (licensing, inspection, directions).
-
Lender of last resort — When commercial banks cannot meet their financial requirements from other sources, the RBI provides them funds, thereby maintaining public confidence in the banking system.
-
Custodian of foreign exchange reserves — It holds and manages the country's foreign exchange and gold reserves and works to maintain the external value (exchange rate) of the rupee.
