TVC is the cost component that rises with output, starting from zero at zero output.

Unlike Total Fixed Cost (which stays the same regardless of output), Total Variable Cost depends directly on how much is produced: more output requires more raw materials, more labour-hours, more fuel/power, so TVC rises with output.
