In a transcription unit, the promoter is at the 5' (upstream) end and the terminator is at the 3' (downstream) end, relative to the direction of transcription.

To understand this, you need to picture the DNA strand that actually gets copied into RNA — the template strand. Transcription always proceeds in the 5' → 3' direction along the growing RNA chain, which means the RNA polymerase moves along the template strand from its 3' end toward its 5' end. But the positions of the promoter and terminator are defined relative to the start and end of the transcription unit on the DNA.

The promoter is the binding site for RNA polymerase. It lies just before the gene that will be transcribed — that is, on the 5' side of the transcription unit when you look at the coding strand (the non-template strand). In terms of the template strand, the promoter is located upstream of the transcription start site. "Upstream" means toward the 5' end of the coding strand, which corresponds to the 3' end of the template strand. But the NCERT convention is simpler: the promoter is at the 5' (upstream) end of the transcription unit.

The terminator is the signal that tells RNA polymerase to stop. It lies just after the gene — on the 3' side of the transcription unit. So it is at the 3' (downstream) end of the transcription unit.
