The distinguishing feature is the size of the forbidden energy gap between the valence band and the conduction band.

Conductors: The valence band and conduction band either overlap or the conduction band is partially filled, so there is effectively no forbidden energy gap. A large number of electrons are freely available in the conduction band even at ordinary temperatures, making conductors good conductors of electricity.

Insulators: There is a very large energy gap (Eg≳3 eVE_g \gtrsim 3\,\text{eV}, e.g. about 5–6 eV for diamond) between the completely filled valence band and the empty conduction band. Electrons cannot acquire enough thermal energy at ordinary temperatures to cross this gap, so the conduction band remains empty and no conduction occurs.
