A liquid surface behaves like a stretched elastic membrane due to surface tension, and this membrane pulls the liquid into the shape with the least possible surface area — a sphere.

Molecules inside a liquid are pulled equally in all directions by neighbouring molecules, so the net force on them is zero. Molecules at the surface, however, have neighbours only on the liquid side, so they experience a net inward pull. This inward pull (surface tension) makes the liquid surface contract to the smallest possible area consistent with its volume.
