Ampere proposed that every magnetic phenomenon can ultimately be explained in terms of circulating electric currents, rather than any fundamental "magnetic charge." In a bar magnet, each atom behaves as a tiny current loop (due to electron orbital and spin motion), and these microscopic current loops align and add up to give a net circulating surface current around the length of the magnet — exactly analogous to a solenoid, where a current flowing through tightly wound circular turns produces a magnetic field.
