Indian farmers fall into debt mainly because their incomes are low and uncertain while they must borrow for both farming and social needs, often from moneylenders at very high rates of interest. Causes of rural indebtedness:

  1. Poverty and low agricultural income. Small farmers earn too little to meet even consumption needs, forcing them to borrow.
  2. Dependence on moneylenders. Where institutional credit does not reach, farmers borrow from village moneylenders who charge exorbitant interest and manipulate accounts, so debt mounts.
  3. Unproductive expenditure. Heavy spending on marriages, festivals, religious ceremonies and litigation is met through borrowing that yields no income to repay it.
  4. Small and fragmented holdings. Tiny, uneconomic plots give low output and leave farmers unable to save or repay.
  5. Natural calamities and crop failure. Droughts, floods and pest attacks destroy crops, wipe out repaying capacity and compel fresh borrowing.
  6. High cost of modern inputs. Buying seeds, fertilizers, pesticides and equipment requires credit that many cannot repay if yields or prices fall.
  7. Inherited (ancestral) debt. Old family debts are passed on, so a new generation starts already in debt.
  8. Low prices and lack of marketing facilities. When farmers get poor prices for their produce, their repaying capacity falls.

Remedial measures:

  1. Expand institutional credit through cooperative credit societies, commercial banks, Regional Rural Banks and NABARD so that cheap, timely loans replace moneylenders.
  2. Kisan Credit Card (KCC) scheme to give farmers easy short-term credit for crops at reasonable interest.
