In India it is caused by uneven natural resources, colonial history, uneven location of industry and infrastructure, differences in agricultural and irrigation development, migration, political/administrative factors and the cumulative-causation effect.

Meaning. Regional imbalance refers to the marked differences in income, industrialisation, infrastructure and living standards among different states and regions - for example, between industrially advanced and backward states, or between developed urban centres and neglected rural and tribal areas.
Causes of regional imbalances in India:
1. Uneven natural resources. Some regions are rich in minerals, fertile land and water, while others are dry, hilly or resource-poor.
2. Historical and colonial factors. The British developed port cities and certain regions while neglecting the interior, creating gaps that persist.
3. Uneven location of industries. Industries clustered around a few developed centres with better infrastructure, leaving other areas industrially backward.
4. Differences in agricultural development. Regions with assured irrigation (Green Revolution belts) advanced faster than rain-fed, drought-prone areas.
5. Infrastructure gaps. Developed regions enjoy better power, transport, banking and education, which attract further investment.
6. Migration and urban concentration. Capital and skilled labour move towards already-developed regions, widening the gap.
