Challenges Facing the Tertiary Sector
Despite its size and dynamism, India's tertiary sector faces several genuine structural challenges that are regularly tested in BIEAP Economics answer-writing for Class 12 Commerce:
- Informality and job quality: a large part of services employment — small retail, domestic work, low-end hospitality — remains informal, with low wages, little job security and no social security cover, unlike the small, highly-paid formal segment in IT and finance.
- Skewed skill distribution: high-value services (IT, finance, professional services) demand specialised technical or professional skills that a large part of the workforce, especially those moving out of agriculture, do not yet possess, creating a mismatch between available jobs and available skills.
- Regional concentration: IT/ITeS and modern financial services remain concentrated in a handful of large metropolitan hubs, leaving many regions — including several parts of Andhra Pradesh outside its main urban centres — with a much smaller share of high-value service employment.
- Dependence on external demand: IT/ITeS exports and, to a lesser degree, tourism are sensitive to economic slowdowns or policy changes (such as visa restrictions) in the client countries, exposing this part of the tertiary sector to global cycles it cannot control.
- Infrastructure gaps: uneven power supply, connectivity and logistics infrastructure in smaller towns and rural areas restrain the spread of services beyond established hubs. …
